In order to promote international medical services and cooperate with the government's international medical and foreign policy, TSGH has cooperated with the Biomedical Center of the Russian Institute of Trace Elements since November 2018 to expand technical exchanges between the two sides. As followed up, this year, Superintendent Prof. Tsai lead the team of 8 members including Vice President of Teaching, Professor Zheng, Director of the Department of Orthopedics, Dr. Wu, and Director of the International Medical Center, Dr. Fang visited Russia on June 7th to promote and deepen the communication between TSGH and Russian medical and clinical research, and to explore the cooperation mode in the coming future.

The main purpose was visiting the Biomedical Center of the Russian Branch of the UNESCO Institute of Trace Elements, and also to the Skolkovo Innovation Center, the Moscow State University School of Medicine, the Russian National Neurosurgical Research Center, the Moscow State University and the National People's Friendship University. The team understood the local top universities international medical research centers, biological laboratories, bio-element detection technology-related practices, it can be referred and be used to improve clinical treatment of TSGH, in order to provide rapid diagnosis of physicians, Therapy selection and prognosis judgment.

Superintendent Tsai gave a speech about the development of artificial heart and the heart transplantation of Taiwan, was highly praised by Russian scholars. He had also signed the memorandum of medical exchanges and cooperation with both the Moscow State University School of Medicine and the National People's Friendship University, started the new era of the ROC military medicine.
